PO17: Culture & Tourism

Representation ID: 50174

Received: 23/07/2012

Respondent: RPS

Representation Summary:

Hatton Estate should be defined as PDS in the green belt in accordance with NPPF policies together with four potential housing sites. It provides rural leisure and retail attractions in countryside and has evolved since inception as craft centre.
Attracts visitors attending other heritage sites locally and employs 200 people.
Educational value as well as visitor. Important part of local economy and educational resource. Footpaths link various elements of the estate and encourage access to countryside. After decline in visitor numbers shift has been to visitor attraction rather than retail.
Tourist accommodation (camping, self-catering lodges and rooms at Hatton Inn) would assist long term viability, encourage short breaks and assure jobs.
Need comprehensive review of estate to support rural business developmnet and identify parcels of land that could accommodate residential development.
Substantial policy support for employment and wealth creating develoment in government policy and tourism in particular.
Welcome inclusion of Hatton Country World as attraction (but appropriate to refer to Hatton Estate to capture all tourism activities).
Reasonably positive outlook in this section and distinct improvement on Issues and Scenarios.
Scope is however too narrow and does not provide support for existing attractions therefore inconsistent with NPPF.

PO16: Green Belt

Representation ID: 50175

Received: 23/07/2012

Respondent: RPS

Representation Summary:

MDS no longer specifically provided for in NPPF, nor is it necessary to identify such sites in Local Plan. Council continues to make reference to MDS, so consider more appropriate to identify 'previously developed sites' in the green belt where infilling would be acceptable.
LP should have policy which identifies these including the main developed part of Hatton Estate and should be incorporated into PO16 in the same way that it identifies villages removed from the green belt.
This would provide necessary certainty to landowners, the Council and general public.
Remainder of policy should comply with NPPF.

PO3: Broad Location of Growth

Representation ID: 50176

Received: 23/07/2012

Respondent: RPS

Representation Summary:

700 new homes rejected on basis of level of housing that would be required on greenfield and green belt/countryside sites. No basis for such approach. NPPF states that new homes can sometimes best achieved on larger scale development (new settlements or extensions to villages and towns).
Meeting need should not be disregarded without objectively assessing potential of such sites.LP must indicate intended help to meet the needs of Coventry in relation to those of Warwick, Leamingotn and Kenilworth (duty to cooperate).
Level of housing will not therefore be sufficient.

PO4: Distribution of Sites for Housing

Representation ID: 50177

Received: 23/07/2012

Respondent: RPS

Representation Summary:

Broadly welcome approach becuase it envisages development in rural villages, however scale for Hatton is low given availability of small scale extension sites.
Three sites available and promoted at Hatton Station and Hatton Park which could be phased to reduce impact.
