In the light of the findings of the Council's Retail and Leisure Study the aim of focussing all of the identified need for major retail development within and adjoining Leamington Town Centre is not likely to be possible. Subject to complance with PPS6, scope should be provided for appropriate retail development in locations outside existing centres in order to meet identified needs.

Strategic Objective 2:
In the light of the findings of the Council's Retail and Leisure Study, it is unlikely that all identified retail needs will be able to be met within or adjoining town centres and scope should be provided within policy for appropriate out-of-centre development, subject to compliance with national policy.

Paragraph 5.15:
The Council's Employment Land Review suggests that the Queensway Employment Allocation Site is one where it would be appropriate to restrict future uses to offices/high tech employment. In the light of a substantial period of unsuccessful marketing of this site for B1, B2 and/or B8 uses, such a re-allocation would be strenuously opposed by the site owners. The site is not commercially suited for purely high tech/office use in the context of other available sites in the District, which are more appropriate for such uses.

Paragraph 5.16:
The existing allocation site at Queensway is also an appropriate site to be considered for the introduction of non-employment uses and greater flexibility in the range of permissible uses, in order to provide a catalyst for employment related development on the remainder of the site, given the historic difficulty in achieving development on this site purely for B1, B2 and B8 uses.

The principle of accomodating new retail and town centre uses within and adjoining the main centres in the district, in order to sustain and enhance their vitality and viability, accords with government policy and is supported, it should be recognised that it is not possible to meet all of the identified retail floorspace needs in the Council's Retail and Leisure Study in such locations. Therefore a criteria based policy is needed in the Core Strategy to enable appropriate out of centre retail developments to be considered, in addition to any specific policies/proposals for retail/town centre uses in the main centres.

The percentage target which the Core Strategy should set should relate to energy used in accordance with the emerging RSS Phase 2 (Revision) policy and the figure should be set at 10 percent which is supported by the local climate change strategy and emerging regional and national policy
