We continue to promote the site at Bedlam’s End, Baddesley Clinton (site ref: 490). The site can reasonably be viewed as Grey Belt and the allocation of Site 490 for residential development is supported.

There are too many options set out in the consultation. A number of the 12 proposed new settlements contain no opportunities identified through the Call for Sites. It is incumbent on the Councils to allocate sites that are already being promoted and available, such as our client's site at Baddesley Clinton to help accommodate the Districts’ housing needs.

The process envisages a Part 1 and Part 2 plan. The distinction between Parts 1 and 2 is unclear. Our clients might not find out whether their land forms part of the development plan for many years beyond the current 2027 adoption date proposed.

It should also be recognised that it is highly unlikely that any significant contribution will be forthcoming from a new settlement for at least 10 years. Our clients’ land, at Sites 490 and 491, is immediately available and could contribute to the Districts’ housing requirements in the short term.

The potential for housing delivery on our clients’ land at Baddesley Clinton (site ref: 490) would contribute to Government’s objectives to accelerate housebuilding over the next 5 years. The location of the land within Baddesley Clinton would also ensure development in a sustainable location.

South Warwickshire is characterised by tight urban areas and numerous rural settlements and the policies of the development plan should better reflect that character.

The primary purpose of the Plan should be to meet the growth requirements expected of South Warwickshire in a sustainable way.

The approach is focused on strategic scale developments and ‘big players’. A more balanced approach is necessary. There is a strong ‘urban-focussed’ agenda and we would argue a more balanced approach is required, given the prevailing character of the districts.

Smaller scale developments can be more easily accommodated without the need for strategic improvements to infrastructure. This is the case with the potential allocation of our client’s land at Baddesley Clinton (Site Ref: 490) and Harbury (Site Ref: 491).

We continue to promote the site at Bedlam’s End, Baddesley Clinton (site ref: 490).

The HELAA assessment of Sites Ref: 490 demonstrates that there are no significant constraints to the development of the land. Site Ref 490 has been attributed a favourable, mid-range, HELAA Part B score. The site is a logical and sustainable location for residential development and provides opportunities for self-build and/or market housing. The site amounts to Grey Belt.

In accordance with the NPPF, it is suggested that the land at Bedlam’s End (site ref: 490) is entirely appropriate for allocation for residential development within the SWLP.
