We broadly support the proposals in the Vision and Strategic Objectives: South Warwickshire 2050 chapter; however, part of the vision of the South Warwickshire Local Plan is to Strengthen Local Communities. We strongly consider that allowing existing settlements with existing facilities to grow, and less emphasis on creating isolated new settlements, would better achieve this vision. This would support Strategic Objective 1 by locating growth in the most sustainable locations.

Insufficient housing delivery based on old standard method. Excessive windfall allowance over the plan period. Over-reliance on Strategic Growth Areas and New Settlements, with inherent delays and complications, will fail to meet housing need in the shorter term, resulting in speculative development in areas less suitable for development. Therefore suggest more allocations of small and medium sized sites on the edge of existing settlements.

Agree that this site should be Further Assessed, but HELAA scores should have been lower in respect of Green Belt, Surface Water Flooding, Heritage Assessment, and proximity to Primary School. Green Belt review still too high level and does not have regard to recently published guidance.

Over-reliance on large, complex sites will see a shortfall in housing need, particularly in the early years of the plan period. The strategy should be supported by allocation of small and medium sized sites adjacent to existing settlements, such as Site 149 on the edge of Kenilworth, immediately adjacent to the settlement boundary, and existing employment area. A number of the potential New Settlements fall outside the Spatial Growth Strategy Priority Areas and are isolated from the main strategic transport network and would therefore require significant infrastructure improvements.

Representation Summary:

Strategic Growth proposals will not maintain the housing development required over the plan period and, in particular in the short-term, housing requirements will need to be met by development in and around existing settlements. Agree with the broad approach, but the draft policy direction still emphasises small-scale development and would limit growth of some of the larger settlements. The Plan should reinforce NPPF Paragraph 83 by allowing new housing opportunities for existing settlements, to assist their growth and allow them to thrive and support existing local services, either within that settlement or services within a neighbouring settlement.

Representation Summary:

The Infrastructure Delivery Plan identifies the gaps in infrastructure provision and proposals to overcome such gaps but does not set out a timetable for delivery. It also states that funding from developer contributions will be insufficient to deliver all the infrastructure needs associated with future development. It appears to be very much a long-term vision and will not maintain the five-year land supply.

Whilst three of the overarching principles of the plan is to be climate resilient and net zero, providing a healthy south Warwickshire and to promote active travel, the Infrastructure Delivery Plan does not promote cycling infrastructure.

Representation Summary:

It will clearly be necessary to release land from the Green Belt in order to accommodate the identified housing need, especially around Kenilworth. Regard needs to be had to the revised NPPF and recent Green Belt guidance, with priority given to previously developed land, then grey belt land, before considering other Green Belt land. The plan is therefore not sound and the Green Belt review should be updated. A balance needs to be struck between Green Belt protection, and the need to allocate sites which lie in the most sustainable locations, adjacent to existing towns.
