The plan sets out five overarching principles.

Our concern on these principles is that they could apply anywhere and imply there is nothing distinctly ‘South Warwickshire’ about them. A major omission is that the vision does not seem to give sufficient emphasis to economic growth, with the strategic objective constraining this under the ‘well-designed and beautiful’ South Warwickshire principle.

Strategic Objective 3 disappointingly relates this to the overarching principle, “A well-connected South Warwickshire” before listing a host of non-transport related infrastructure considerations. The principle should relate to supporting infrastructure ‘in the round’ without undue transport emphasis.

The emerging plan appears to be focused on strategic scale developments and ‘big players’ whereas a more balanced approach is necessary. There also appears to be a strong ‘urban-focussed’ agenda when a more balanced approach is required, given the prevailing rural character of the plan area.

This is the case with the potential allocation of land for employment development at Holly Farm Business Park.

As a large brownfield site, our clients would support the consideration of a new settlement at the former Long Marston Airfield but make the observation that if this applies at Long Marston then for consistency the same consideration should apply to the former Airfield at RAF Honiley. The land at RAF Honiley, including Holly Farm Business Park has the added advantage of strategic location closer to the West Midlands conurbation and Coventry. The reset of the planning system in December 2024 also means that development at Holly Farm Business Park would be considered as Grey Belt.
