At this stage of a Local Plan, it should be clear what level of housing is to be provided in allocated New Settlements and non-strategic growth areas. between one or more New Settlement(s), 24 Strategic Growth Locations all of which are not needed, there is no clear indication of what will happen to the sites which made it through to Part B of the HELAA., and does not show where housing will be accommodated over the Plan period. All the sites in the Part B HELAA which are being carried forward have not status in terms of plan making.

Twenty-four areas have been identified as locations for potential strategic growth. To provide the opportunity to consider reasonable alternatives, the identified strategic growth locations could accommodate well in excess of South Warwickshire’s housing and employment needs, and it is not expected that all of the areas will be allocated in the SWLP. If not all of these are required then at this stage of plan making it should be clear which ones are not going to be considered further, to actually have a ‘Preferred Option’ to then fully test and demonstrate where housing will be located.

On a more general point, by measuring the Priority Areas using existing Infrastructure (public services such as transport and medical services which are subject to central funding as well as local), this does not take into account any future provision that collectively non-strategic sites would provide through CIL contributions which would then provide new services or improve and extend existing ones. Sites which are partly in any Priority Area should be as a default be included as whole in the Priority Area. This will ensure that perfectly viable sites are not simply dismissed for more than small scale development.

The Preferred Options Consultation is still suggesting that the identified strategic growth locations could accommodate in excess of the housing need and it not expected that all these sites will be needed, and further work will be done for the Submission Version to identify the areas/land to be allocated. So at this stage despite knowing the number of homes that need to be provided there is still no clear direction of where these sites will be, despite saying that all the Sites are not required.

Whilst we agree with the overall approach in Draft Policy Direct 3, at this stage of the Local Plan, many of these approaches should have been adopted for the Preferred Options Stage. For example a revised Settlement Hierarchy should have been established as part of the Preferred Options consultation. The direction is too vague and demonstrates that there is no clear direction. This settlement hierarchy has to be included in Part 1 given that it includes the Spatial Growth Strategy which already provides most of the criteria for assessing the Settlement Hierarchy.
