As a point of clarification, with regard to strategic employment land, Draft Policy Direction 1 sets out that there is a need of 75-125ha. This is at odds with the supporting text on page 34 of the consultation document which states that the upper threshold of 125ha will be used, as recommended by the WMSESS (2024). This justification is replicated in Draft Policy Direction 12, which adds that due to the WMSESS forecasting need up to 2045, the SWLP is planning up to 2050 and therefore the higher figure is justified.

Deeley Properties supports the identification of Land at Banbury Road, Gaydon as part of existing 100ha. JLR allocation at Gaydon, as a strategic employment site and supports the approach which confirms that the existing Gaydon employment allocation will be taken forward for allocation. However it is unclear why strategic logistics units could be prevented on this site.

It is respectfully requested that the SWLP does not restrict the proposed uses of Land at Banbury Road, Gaydon, and the wider draft allocation, and allow for the full size range of B2/B8 uses.

This sets out that key clusters are brought together through the A46 Trans Midlands Trade Corridor and the central section of the M40. The policy direction states that this area will be the focus for new employment development. Land under promotion by Deeley, Land at Banbury Road, Gaydon (Site ID 711), sits within the COA. It is therefore clear that this site offers the best strategic employment growth opportunity to meet Stratford’s needs which aligns with Road Opportunity Area 8 as per the WMSESS (2024).

Land at Banbury Road, Gaydon (Site ID 711) was considered and assessed through both Part A and Part B of the HELAA. The constraint score afforded to it was 34.00 and therefore the site remains in consideration for the SWLP and forms part of the proposed Strategic Growth Location SG13.

Deeley therefore broadly supports the findings of the HELAA.
