Site 515 is a HELAA B site and lies between proposed New Settlement Sites A1 and A2. It would also be classed as Grey Belt. The allocation of Site 515 for residential or other development is supported. The current consultation does not carry sufficient certainty for the plan to move forward to Regulation 19 stage without a further chance to comment. There are too many options set out in the consultation. It seems unlikely that plenty more sites will come forward in a further Call for Sites and sites that are already being promoted and available should be allocated.

The Plan is in 2 parts which means that our clients might not find out whether their site forms part of the plan for many years. The distinction between Parts 1 and 2 is unclear. Existing draft plans - such as the Stratford Site Allocations appear to be left 'hanging' in a state where they are not completed. The plan looking forward 25 years is supported but it is highly unlikely that any significant contribution will be forthcoming from a new settlement for a decade. Site 515 is immediately available.

The vision, principles and strategic objectives require a rethink and it is noted that the vision previously received a low level of support.

South Warwickshire is characterised by urban areas and numerous rural settlements and the policies should better reflect that particular character - the principles could apply anywhere and imply there is nothing distinctly ‘South Warwickshire’ about them.

A major omission is that the vision does not seem to give sufficient emphasis to economic growth.

The over-arching principle should be concerned with supporting infrastructure ‘in the round’ and there should not be undue emphasis on transport as currently stands.

These are important but a more balanced approach is necessary. There is also a strong ‘urban-focussed’ agenda but given the prevailing character of the districts, smaller scale developments, possibly linked together, could play an important role in this type of growth, be more easily accommodated without the need for strategic improvements to infrastructure. This is the case with the potential residential allocation of Site 515.

New settlement A2 is ranked by the Districts as the 6th most preferable. The site could be suitable for the expansion of the facilities at the Primary Schools supporting housing growth in the area.

There are bus services and railway stations. Its proximity to Tanworth in Arden will help support services. It is also close to the conurbation with easy access to the motorway.

The constraint to further development in the area occasioned by the fact that Tanworth in Arden Primary School currently has no opportunity for expansion, raises the possibility that Site 515 could be used to facilitate its expansion to support A2.
