SupremeTech raise concerns with the ongoing suggestion that the SWLP will be progressed in 2 parts. In our opinion a full single South Warwickshire Local Plan will be much clearer. If the Councils do not wish to use the SWLP to allocate small residential sites at non-strategic village level, that aspect could be addressed through an overall requirement figure being devised for non-strategic villages as a whole and criteria based policies, as well as through neighbourhood plans.

SupremeTech supports South Warwickshire’s objective of developing in the most sustainable locations. SupremeTech are promoting Land off Princes Drive, Kenilworth (Site Ref. 54) to meet local employment needs which falls entirely within Priority Area 1.
SupremeTech supports the general approach to identifying Spatial Growth Options however considers that Land off Princes Drive, Kenilworth should either be included within a Strategic Growth Option (such as Strategic Growth Location SG01 if this option is to be pursued), or allocated for development separately at the next stage of the local plan process.

SupremeTech supports the principle of Draft Policy Direction 3 in recognising the need to plan for small scale development to complement the strategic growth strategy. SupremeTech consider that the draft policy direction should expand the criteria in relation to small-scale development on unallocated sites in Green Belt locations to include ‘Limited infilling within or adjacent to Built Up Area Boundaries’. SupremeTech are supportive of the criteria in relation to small-scale development on unallocated sites in non-Green Belt locations.

SupremeTech supports the approach that ‘unallocated employment development’ will be directed to the main South Warwickshire settlements in the first instance.
If it is not proposed that Land off Princes Drive, Kenilworth is to be allocated, this site nevertheless is representative of this approach given its location in Kenilworth, which is a Priority Area 1 category settlement and is well-contained within the existing Princes Drive industrial estate.

SupremeTech supports Policy Direction 19. It is important that the SWLP recognises the need to provide employment development which can cater for all needs, including the SME market and this can be achieved by also allocating non-strategic sites to help deliver this provision. By allocating Land off Princes Drive, Kenilworth, as a logical expansion to the existing industrial estate, this will contribute towards meeting the local employment needs for the plan period and will deliver much needed SME units in a highly sustainable location

Whilst SupremeTech does not have a view on the specific Strategic Growth Location options put forward as part of the consultation, SupremeTech considers that, if SG01 is to be brought forward as a strategic growth location, Land off Princes Drive, Kenilworth should be included as part of SG01 moving forwards to complement the offer and mix of uses which could be proposed as part of this growth option. Land off Princes Drive, Kenilworth could deliver much needed SME units to serve the local employment market.

SupremeTech welcomes the evidence base, specifically the Employment Land Study and the HELAA in relation to Land off Princes Drive, Kenilworth (Site Ref. 54), which confirms that the site represents a logical expansion to the existing Industrial Estate and is suitable for employment uses. However it is unclear why a site that performs well, as per the evidence base, has not been included as part of the Preferred Options.
SupremeTech do have some minor points of disagreement with the assessment and where we feel it should have been scored differently.
