E1 includes the areas that have received planning permission and are under construction. There are currently restrictions on development taking place until improvements to the transport infrastructure around Stratford are carried out.
Studies have failed to demonstrate how the highway infrastructure can be delivered satisfactorily.
The NSA identifies transport infrastructure as the critical concern at E1. If further housing and employment development is to be allocated there must be deliverable proposals for a new ring road around Stratford and improvements to the B4632 Campden Road.
Current highway proposals have proven to be aspirational and not deliverable thus holding up development.

The original justification to development in the Meon Vale / Long Marston Airfield area was to make use of previously developed land. The development has been developer led. Any further development in the area will be on greenfield sites and should be properly planned. It should be steered by the Council’s adopted planning guidance which sets out the standards for the housing and employment development and the timing and means of delivering of all aspects of transport and community infrastructure required to serve the new community.

Opening up of the rail line from Stratford to Long Marston and then to Honeybourne is not financially feasible or deliverable.
The Greenway route is an attractive and well used cycleway and footpath between Stratford and Meon Vale. It is also an important wildlife corridor. The route should be safeguarded and designated a Local Wildlife Site / Corridor and the natural environment improved.
A viable and deliverable route must be found for the construction of a new ring road around Stratford on Avon. This would remove heavy lorries going to Meon Vale from the town centre

Welcome the approach to setting out minimum space standards and accessible living standards to help to ensure that 1 and 2 bedroom homes are built with bedrooms of an adequate size.
There is no policy approach to providing homes to meet the needs of older people who wish to downsize from larger homes. This is a particular concern in rural areas and will become increasingly important with an ageing population. Encourage bungalows and accessible flats. Local Plans elsewhere have included a policy to seek a minimum of 5% of housing on sites of 50 or more homes as bungalows.

The development of major investment sites at Long Marston Airfield (MIS.2) and Long Marston Rail Innovation Centre (MIS.3) should be made dependent on the improvement of highway infrastructure in the local area and to and around Stratford.
Improvements will be needed to Station Road to provide access to the Rail Innovation Centre and new housing development.
We welcome further dedicated employment land and a local centre and town centre uses at the Long Marston Airfield site.

Policy guidance is needed on parking provision for live – work units. A recent appeal decision on the Crest Nicholson site at Meon Vale accepted a reduced level of parking by designating a bedroom as a home office.
There is a growing evidence of the need for affordable small business and retail units to serve the new community of Meon Vale.

Representation Summary:

Pedestrian and cycle routes in new developments should be designed to be usable by parents with double buggies and mobility scooters. Ensure that there are dropped kerbs from the outset and pedestrian crossings at junctions and close to shops, community facilities and schools. More parking provision for residents and visitors to avoid cars parking on and obstructing pavements.
Bus routes and shelters should be included in all major developments. A bus services should be established for new settlements.
The adoption of roads should be speeded up given the length of time that new major new developments take to complete.
