The achievement of the vision and strategic objectives relies on the actual delivery of development. Small sites, including "reserve sites" in Local Service Villages, have the advantage of being capable of delivery in the shorter term than major sites and infrastructure projects. Hence a variety of sites should be developed in tandem if the Local Plan's objectives are to be achieved.

HELAA site ref. 203 - "Land adjacent Sports and Social Club, Byfield Road, Priors Marston" is exceptionally well located in terms of accessibility to facilities for "open space, leisure, recreation, wellbeing" and "places to meet". Furthermore, the proposed development could facilitate better access to the Sports and Social Club for members of the wider community as a consequence of development. This should be reflected in a more favourable score for the site compared to others.

The policy should reflect the fact that rural communities will continue to depend upon private transport. Many desirable developments, especially small, non-strategic sites and plots will not be able to subsidise public transport or provide infrastructure to the extent envisaged by the draft policy. Hence the reference to "all" new developments and proposals should be modified so as not to discriminate against small sites and rural locations.
