The council should require all landowners unjustly enriched by planning permission to pay 80% of any profit made back to the council / constituents

The key issue is how fully brownfield sites are used before resorting to green belt. The threshold for using green belt when brownfield sites are available must be extremely high.
Both the usability of brownfield sites and the suitability of green belt need to be considered. It is simply unacceptable to use sub-optimal green belt in preference to any brownfield site. For example, where green belt sites development contradict strategic objective 3 (active travel, inter alia) it would be intolerable to develop them when brownfield sites remain available.
