If the development cannot be made viable and therefore actively harms the Council's ambitions to reach net zero then it shouldn't be allowed. In the least, sales value should not be an excuse for not complying.

If this was fire escapes or asbestos cladding Section 9 would not even exist.
If a project cannot be completed within the building regulations then it cannot be built?
Simply another backdoor for corruption.
