I intend to submit further details of my objection, with grounds, in due course.

I reserve my position on the remaining sites at this stage.

More generally, I would further comment that whilst 8 (40%) of the 20 listed sites are in the south west of the District, and 16 (80%) in the south, it is important that both sites and pitch quotas finally chosen for implementation reflect a much more equitable spatial distribution, even if this means making exceptions within the Green Belt.

It has come to our attention that there are proposed sites in our vicinity which are being planned without any public meeting or forum for discussion. This is a matter that impacts on the local communities in many ways. It is felt most strongly that we should have a right to know exactly who will be affected by any development before the deadline in July. The exhibitions at Norton Lindsey and Hampton Magna are not an opportunity for such a discussion. We need details and factual information about the size, location and type of sites and what factors have been taken into consideration in their selection.

I believe these plans are part of the Revised Development Strategy and as a resident and Council Tax payer I believe there should be a formal dialogue and local meeting between the residents of Chase Meadow and the District Council.

Important to note existing traffic problems, particularly pulling out of Chase Meadow onto Hampton Road.

There is a parking issue around the pub (Unicorn) and the shopping complex. Often people use the main road causing a traffic problem with public transport and private vehicles.

A large proportion of the development is unadopted and is lacking in street lighting so certain areas can feel uncomfortable yet there is no reduction in council tax.

Parts of Chase Meadow suffer from flooding so additional development and people will make matters worse and put additional pressure on services.

The area around Chase Meadow has seen significant development in recent years and therefore there are already limited areas of open green space for the public to enjoy.

Need to respond urgently to these points.

As a resident of Chase Meadow and having lived on the estate since 2003 and also a business owner employing over 12 staff in Warwick I am writing with my concerns.

Firstly as I understand the proposed sites are purely in the planning stage and nothing has been set in stone but with that in mind and having been one of the longer standing residents I feel it is important to note that already we have a traffic problem and it took me over 10 minutes to pull out of Chase Meadow onto the Hampton Road only recently which is a frustration in itself.

There is already a parking issue around the pub (Unicorn) and the shopping complex and regularly there is no where to park and often people will use the main road causing a traffic problem with public transport as well as private vehicles.

A large proportion of the development is unadopted and is lacking in street lighting and I as a female walking my dog feel very uncomfortable walking in certain areas within the estate. Yet I pay full council tax as does a resident of Warwick who lives on an adopted road please explain?

I understand there is already a problem with flooding with parts of Chase Meadow so why by allowing additional residents surely it is only going to make matters worse and have a detrimental effect causing additional pressure on services.

The green fields around Chase Meadow seem to being transformed into more and more buildings whether it is an Ambulance Station, the Business Park and yet more offices, more housing, soon we shall have no where to walk our dogs as well as children being able to have some fresh air and kick a ball?

Please respond as you can see I have a number of issues which I urge you look at as a point of urgency?

I would like to take this opportunity to register my strong opposition to the traveller sites that have been proposed in south west Warwickshire.

I have been a resident of Warwickshire for the past 12 years, residing in Leamington, Kenilworth and now Warwick.

I believe that the Warwick District Council have agreed to a meeting and I think this is critical in order to share information, views and concerns both ways between the residents of Chase Meadow and the council.

The basis for my objection is based on the factors which I will outline below.

- School Places;
It is my understanding that the children from traveller communities will be given a higher priority with regards to the allocation of school places and this is a concern that the schools in the proposed areas would be unable to cope with any potential increase.
This is two-fold. Firstly, with the projected school intakes for 2013, 2014, 2015, 2016 based on the birth rates in the area and secondly, taking into account the large extensions to family estates such as Chase Meadow where it is not possible to estimate the additional places required.

- GP Access;
Living on Chase Meadow, I know how difficult and stretched the GP Surgery (The New Dispensary) is and my concern is that this surgery can not cope with the number of additional patients that the proposed sites may house.

- Infrastructure;
Chase Meadow is largely unadopted by the council and it already suffers with issues surrounding speeding on the estate and leading to and from the estate. One of the proposed sites (plot 11) is located on the border between a 30mph and 60mph limits. My concern is the additional traffic flowing through the chase meadow estate and the need to police the speed limits on the unadopted roads.
Hampton Road is a fast road and the concern of an additional turning so close to an existing turning on this type of road is a risk to the residents safety.

- Aesthetics of the Warwickshire countryside.
Warwick is such a beautiful and historic town for which tourists travel to visit annually. Having seen a number of traveller sites over recent years and months, the risk to the tourism economy for Warwick has to be taken seriously.
The proposed Hampton Road and Junc 15 sites are key routes into Warwick and should be preserved.
Also, the Hampton Road site is located next to the Flat Straight for Warwick Race Course and will be visible to those attending the races.

My main objections are:

Warwick is the most historical town in Warwickshire - these sites would have an impact on how the town is viewed and could affect Tourism to the area which many local businesses rely on and therefore have a real negative impact on the local economy
Chase Meadow - I believe may still come up as having a high risk of flooding when local searches are undertaken - surely this would have to be taken into consideration when looking for where these sites can be placed?

I live on the Chase Meadow estate and my daughter attends Newburgh School, which even with it's double form entry is operating at full capacity for the current reception year and the September 2013 reception year. The Chase Meadow estate is dramatically increasing in size and new families are moving onto the estate swelling the population and putting more demand on the facilities available. It is my concern that the schools in the area will not be able to cope with a further increase in pupils outside the anticipated increase that has been expected from the new houses on the estate.
My family is registered with the local GP Surgery (The New Dispensary) as are many families on the estate and the availability for appointments is already restricted due to the sheer number of patients, this will only increase as the estate grows and my concern is that the surgery cannot cope with the number of additional patients that the traveller sites may house.
Warwick is a beautiful and historic town for which tourists travel to visit annually in conjunction with Stratford Upon Avon. The proposed Hampton Road and Junction 15 sites are key routes into Warwick and should be preserved. I hope this plan goes ahead as before Gypsies and Travellers have been made to move on without having anywhere else to go and I think it's time as a conmunity we accepted there way of life because they are no different to the local people that live in council houses and council flats, they just prefere to live in a caravan instead.

This site, along with GT17, would be more suitable than Kites Nest Lane. Together, they could provide a substantial number of pitches and be easily converted without further development in Green Belt. Access to road network is good, utilities already set up and close to Warwick town for access to services. Already houses on A46 so no concerns about noise. Also plenty space to pull on and off the site (might even be slip roads already).

Dear Mr Elliott,

We write with reference to the consultation for gypsy and traveller sites currently taking place.

We have considered the potential sites that have been put forward by the Council. We are extremely concerned by the inclusion of Kite's Nest Lane as a possible site (GT13). AS you are undoubtedly aware, this site has been the subject of two planning applications for use as a Gypsy and Traveller site. WDC have now decided twice that development of this site is inappropriate. The Secretary of State has also deemed it unsuitable for any form of development of this kind; even one Gypsy pitch would be inappropriate.

This site is in Green Belt: it is therefore inappropriate development. The site has been found not to be in keeping with its surroundings, which is open countryside. It is down a narrow country lane, with no footpaths or easy access to a main road network. These, and many other reasons, which have been discussed in detail at two Planning Inquiries, make it completely unsuitable. Of equal concern, however, is the fact that this site has been included at all. Significant resource has been expended by WDC already and the site has now, on two separate occasions, been found to be unsuitable. It is clear to us, therefore, that the Kites Nest Lane site should not be under consideration at all and we suggest it is withdrawn immediately and object in the strongest terms to any form of development there.

We believe that WDC should be looking outside of the Green Belt for all of its sites. However, we understand that a large part of the District is Green Belt. If it is not possible to identify enough sites outside of the Green Belt, we would suggest using Green Belt sites which have already had buildings on them. An example of this given in the consultation would be the Oaklands Farm site (GT19).

We have commented on the sites with which we are familiar and given reasons as to why we feel these would be suitable below.

GT15: This site is close to amenities and could easily be landscaped to integrate into its surroundings. It would be possible to provide appropriate access to the site.

GT17 and GT18: Taken together these two sites would provide a substantial number of pitches. This land has previously had buildings on it for many years and could easily be converted to providing Gypsy pitches without burdening Warwickshire Green Belt with additional development. They have good access to the main road network, which we believe is a requirement of the Gypsies and Travellers. Utilities will already be set up and these sites are close to Warwick town for access to services. Several houses lie along the A46 so clearly there would be no noise issues and the current design of the land means there is plenty of room for pulling on to and off the sites (there may even be slip roads already in place).

GT20: This site would provide excellent access to main roads and would be large enough to provide substantial integration of a Gypsy site into the landscape. A significant number of pitches could be created here, allowing Gypsies the chance to live in their extremely large family groups, as they often wish to.

Despite the positive features of these four sites, we still feel that land outside of the Green Belt should be the focus of this search. WDC has stated previously that any Gypsy Site allocations it makes do not necessarily have to be in Green Belt and we would urge WDC to carefully consider its position with regards to protecting the Warwickshire Green Belt. Indeed, the Secretary of State has recently announced his intentions to further protect Green Belt from Gypsy and Traveller developments and WDC should also be looking to safeguard its Green Belt from any kind of development.

We can confirm that this as our formal response to the consultation, and trust that WDC will consider this as appropriate.
