GT11 Land at Budbrooke Lodge, Racecourse and Hampton Road

I object to the travellers site on 4 points. Firstly: on the grounds that on a constant basis the A46 trunk road floods and this land is a run off area from that flooding the already inadequate drainage system on the hampton road would be put under further pressure as the water from this site once tarmaced would drain into the existing drainage system and further the problem: The second reason for my objection is on the grounds of the access and visibility to this already busy road outside of the 30mph speed restriction where a cycle path and 2 bus stops are located will only be a recipe for disaster as the children from the ever expanding chase meadow estate use this facility to get to and from school : The third reason for my objection is on the grounds of further damaging the environment with noisy generators , Fly tipping causing blocking of drains,culverts and ditches and only causing further problems to integration into the community, furthermore there is no facility for the sewage to be processed and no services for running water , electricity, telephone,so causing major works to need to be undertaken : my fourth objection is on the grounds of there is a increase in the crime rate where existing traveller and gypsy sites are located and as our police force are already hard pressed to cope everyday policing issues this would further the pressure on integration into the local community. On basis of all these facts i strongly object to this proposal

I object strongly to the proposed development of this land as a Gypsy/Traveller site. This land provides essential drainage and flood plains to a water course that currently runs under the A46. Any disturbance to this drainage will divert water through the overflow facility, which is not designed to take that quantity of water, and cause flooding to the A46 and properties that are situated adjacent to the Hampton Road. The existing drainage has had to be altered to take the overflow due to property flooding over a period of 7 years from 1998 to 2005 but the A46 still floods as the drainage along the highway cannot accommodate the quantity of water that it directed through it.
I am also objecting on the grounds of local infrastructure being insufficient to cope with the current levels of demand and not able to handle any greater demand. The local schools are already oversubscribed before the projected rise in applications from the expansion of Chase Meadow is taken into consideration. The Dr's surgery was repositioned from Warwick Town Centre to Chase Meadow and brought existing patients with them as well as taking on new patients from Chase Meadow and cannot take on further patients. This has also created more passing traffic through the estate as well as the increased use of the estate roads by people employed in the industrial area on Tournament Fields and visitors coming to The Unicorn pub. There have been several serious accidents at the junction of Purser Drive and Hampton Road and the current 30mph speed limit is ignored by the vast majority of passing motorists. Massive delays on the M40 at rush hour force drivers onto surrounding roads in order to reach their destination in Leamington and the traffic on Hampton Road at rush hour has increased massively in the last 15 years. The access road to the proposed site is directly opposite a pedestrian/cycle path from Chase Meadow and currently, users of the path have to cross a 50mph stretch of road directly into the mouth of the proposed access road. This is less than ideal at present, given the high volume of traffic but the thought of children and others crossing to reach the school bus stop through an active junction is unbearable. Also, I believe that, given the response from local residents, it is impossible that the development of this site will promote peaceful co-existence between the Gypsies and the local community. The potential for noise disturbance to the existing residents, due to businesses being run from the site, and destruction of wildlife habitat through the proposed construction is considerable. There is also a real danger of disturbances to the Racecourse, as well as the possibility of the spread of disease from Gypsy livestock to racehorses. Finally I am very concerned about the increase in crime. The cycle path onto the Hampton road also gives direct access to our cul de sac. Since the street lights have started getting switched off, we have seen an increase in break-ins and attempted break-ins to both houses and cars, this is enough of a problem as it stands. I consider it to be a well known fact that crime rates increase in areas in which the gypsies/travellers reside. Warwick's Police force is already stretched thin following policing cuts and the closure of Warwick Police Station, it is unfair on all new and long standing residents of not just our road but the whole estate, to have to permanently sleep with one eye open "just in case" their property is targeted.

We have been made aware that Warwickshire County Council are in the process of identifying sites to be made available for the travellers' community. Of course, the Council has a legal duty to do this. However, great care has to be taken in deciding on the most suitable sites and hence the consultation process in which the Council is now engaged. I am sending this e-mail to you as I believe that you are in a position to influence the decision which is finally reached.

The site over which I feel most concern, and I believe this concern is shared by many living on the estates bordering the Hampton Road, concerns the proposal to locate one of these sites on the Hampton Road. I personally would have no objection to a small site for travellers being set up here. They have every right to live comfortably as I do. However, recent developments at Meriden which have attracted national media attention do ring alarm bells when such developments are proposed. A small site on the Hampton Road is very likely to quickly develop into a much larger site, probably extending all the way from the Racecourse to the by-pass. This expansion would take place from the established nucleus of a legal site across ground where planning permission had not been granted. Events at Meriden show that some in the traveller community are quite prepared to work in this way and apply for retrospective planning permission. While 'retrospective planning permission' is an oxymoron which should not be countenanced, it does seem that this is sometimes granted. Events at Meriden indicate that the process of law by which such developments are reversed seem unduly slow and probably only succeeded in this case as a result of a determined and prolonged campaign by Meriden residents.

I would therefore suggest that a small traveller site on the Hampton Road should only be permitted to go ahead provided absolute cast iron guarantees can be provided that it should not be able to extend. The fact that any extension would be breaking the law is not a guarantee that this would not take place as other developments of this type have indicated. Would it not be better to concentrate on sites which are not close to residential property in seeking to find suitable locations for travellers' sites? It would appear that such sites do exist off the Kenilworth by-pass.

I am writing to express my objections to the proposed locations of the gypsy and traveller sites in proximity to the warwick chase meadow estate. I am concerned re the impact this would have on local services such as school intake and also the impact on the gp service on the estate which is already extremely busy.

I am writing to advise of my formal objection to the four proposed permanent Travellers sites to be situated close to Chase Meadow.

My main objections are:


The current local infrastructure would not be able to support one or more of these sites, ie. local schools, doctors, roads
Any further additional traffic could have an impact on the safety of existing residents
Warwick is the most historical town in Warwickshire - these sites would have an impact on how the town is viewed and could affect Tourism to the area which many local businesses rely on and therefore have a real negative impact on the local economy
Chase Meadow - I believe may still come up as having a high risk of flooding when local searches are undertaken - surely this would have to be taken into consideration when looking for where these sites can be placed?

I will be attending the Public Meeting on 15th July.

I'm contacting you in reference to the proposed Gypsy and Traveller sites at the Land of Budbrooke Lodge, Southbound A46, Northbound A46 and at J15 M40/A46.

As a resident on the Chase Meadow estate I would like to highlight my major objection to any of these proposals and sites.

I wish to register my objection to the traveller sites across South Warwickshire as I believe that the local community will be seriously impacted due to the excess cars, caravans etc

A) the value of my property will decrease
B) there will be an increased strain on local schools, GP surgery and amenities

I have just become aware that there are several proposed sites under consideration for Gypsies and Travellers in the immediate vicinity to where I live in Purser Drive.

I would like to lodge my protest at this proposal and suggest that one of the sites earmarked adjacent to Budbrooke Lodge on the Hampton Road, would actually make an ideal location for the proposed Hotel that I understand is now not going to be built next to the Racecourse complex.

As a resident of chase meadow I want to register my objection to the proposed Hampton road site and surrounding area proposals.
I work at tachbrook park warwick and have witnessed first hand the problems, damage, harassment and waste generated by travellers at my workplace and surrounding area, Police are as good as powerless and don't want this to become a problem within our family friendly residential area.

I am not really sure where to start in relation to this. Below are the high level details of each of my concerns...

Mess:
I am extremely concerned about the mess and that could and most likely will accumulate.

Additional people in the area:
We are already struggling with the additional traffic and school places that has been caused by the ever extending Chase Meadow. Surely this site would be better placed further out of the way in a less densely populated area?

House Prices:
Estate agents are already estimating that this will affect my house price. If this goes ahead what compensation is there for homeowners?

Trouble:
Will there be additional police patrols for residents? Rightly or wrongly we all know that this will create trouble by the gypsies inadvertently.

I appreciate that you need to create somewhere for the gypsy community and I would like my concerns to be reviewed in the way in which they are intended... Without malice or racism but with genuine concern as to how this will impact the value of the home I have worked hard to pay for and my general quality of living environment.

I am really pleased to hear that there is a plan to have up-to four sites for Gypsies and Travellers with my local conmunity.

I hope this plan goes ahead as before Gypsies and Travellers have been made to move on without having anywhere else to go and I think it's time as a conmunity we accepted there way of life because they are no different to the local people that live in council houses and council flats, they just prefere to live in a caravan instead.

I know that some people have dim views on the Gypsy and Traveller conmunity but I hope this won't stop the plan going ahead.

Unfortunatly I am unable to attened the meeting at Aylesford School on the 15th, but I hope my opion which is shared by others is heard and taken into consideration.

I would like to know the where-abouts of these four proposed sites for Gypsies and Travellers and how the meeting goes on the 15th. If that is not too much trouble of course.

I would like to object to the proposed traveller site at Budbrooke Lodge, Racecourse and Hampton Road (GT 11) for the following reasons:

1) Previous encounters with travellers have not been positive. In my previous place of residence, Littlemoor in Weymouth, the police were called to remove travellers from a field due to a increase of stolen property which was attributed to the travellers, syringes being left in Children's playgrounds and the mess left by the constant dumping by the travellers.

2) We are currently renting property in Warwick Chase with a view to buy property, until we found about this. Since we have found this information out, we a looking to buy else where outside of warwick unless the proposed site is dropped.

House prices will drop if you proceed with the proposed site, this meaning the people who have bought property around the proposed sites and on Warwick chase will have lost thousands of pounds in investments.

Not to mention the fact that warwick as a town will stop to grow as no one wants to live near travellers. This will also have an impact on the town and local businesses.

As a resident of the Chase Meadow estate for 19 years I wish to put on record that I am Totally opposed to any sites within close proximity of this estate. We have seen from experience over a number of years the mess this 'travelling community' generate and the disruption they cause to local businesses.It is us council tax payers who have to foot the bill for the clean up operation and there behaviour is not acceptable!!!!.

I have recently reviewed the gypsy and traveller sites options for consultation document and would like to raise a strong objection to the site located in plan GT11. I am a resident on Chase meadow and find it amazing that a site adjacent to an estate of near 1,200 homes, and more proposed nearby, would even be considered for a traveller site. It is inevitable that locating a traveller site in the position detailed in GT11 would adversely affect house prices, place further strain on local schools and amenities in addition to the environmental impact. The infrastructure in the local area is still incomplete with roads awaiting completion and others unadopted.
Further, many of the residents use the proposed site as a route for leisure activities such as dog walking, jogging etc given that it provides direct access from the estate to the racecourse and St Mary's lands.
I hope that the council can see that there are far more suitable locations for traveller sites, which would have less impact upon large numbers of residents.

I am very concerned to learn of the potential plan to locate a site for travellers/gypsies on the Hampton Road. I understand that the decision has been taken not to hold a public meeting prior to the end date for consultation on these proposals. I wish to register a formal request that there should be a public meeting for local people to dicuss their concerns before 29th July 2013.
I hope that the local residents will be given an opportunity to have their say on these proposals.

Summary of initial grounds for objection:
1. The Hampton Road site is unsuitable as it would involve a compulsory purchase order and has no services available at present which will drive up costs. The site is also far too big and there's a real risk that an unautorised number of travellers will seek to locate there. There is land at Kites Nest that is owned by travellers and they have expressed a desire to stay there.
2. Newburgh school and other schools in the immediate vicinity are already over subscribed and could not accommodate children from the travellers' site. This makes the Hampton Road site unsuitable against the required criteria.
3. The GP surgery on Chase Meadow is over subscribed and it is very difficult to get an appointment. The GP surgery could not accommodate travellers in addition to the existing number of people who are registered there. This makes the Hampton Road site unsuitable.
4. Chase Meadow is still being developed and there are hundreds more homes to be built which will only exacerbate the strain on local facilities such as schools and the GP surgery. This reconfirms that the Hampton Road site is unsuitable.
5. Many people who are resident on Chase Meadow would strongly object to the locating of a traveller site on the Hampton Road for the reasons stated. The council has many other sites that are suitable that are identified in the local plan consultation. The council should act democratically and in the best interests of the people it represents and locate the site elsewhere. It would be wholly inappropriate and undemocratic to locate the site on the Hampton Road against the wishes of local residents.
6. Locating a traveller site on the Hampton Road could have a material negative impact on the valuation of hundreds of peoples' homes on Chase Meadow for which we would likely receive no compensation. This could force many into negative equity and would therefore be socially irresponsible. This would be wholly inappropriate - especially as other potential sites make this outcome unnecessary.
7. There are multiple other sites that would provide the services that are required for the travellers but would not have such a negative impact on the local community. A much smaller number of people would be likely to object and this would provide a fairer and more reasonable outcome for all.
8. There is a disproportionate number of proposed sites in South Warwickshire and around Warwick. Why have more alternative sites in the north of Warwickshire not been considered?
9. The local plan includes large scale building of houses, new schools and other key facilities to the South of Warwick. Locating the travellers' site there would make far more sense as the local facilities could be planned with the required additional capacity in mind.

I live on the Chase Meadow estate and my daughter attends Newburgh School, which even with it's double form entry is operating at full capacity for the current reception year and the September 2013 reception year. The Chase Meadow estate is dramatically increasing in size and new families are moving onto the estate swelling the population and putting more demand on the facilities available. It is my concern that the schools in the area will not be able to cope with a further increase in pupils outside the anticipated increase that has been expected from the new houses on the estate.
My family is registered with the local GP Surgery (The New Dispensary) as are many families on the estate and the availability for appointments is already restricted due to the sheer number of patients, this will only increase as the estate grows and my concern is that the surgery cannot cope with the number of additional patients that the traveller sites may house.
Warwick is a beautiful and historic town for which tourists travel to visit annually in conjunction with Stratford Upon Avon. The proposed Hampton Road and Junction 15 sites are key routes into Warwick and should be preserved. The Hampton Road site is located next to the Flat Straight for Warwick Race Course and will be visible to those attending events.

I have lived on Chase Meadow for 5 years now and have just heard about the proposed travellers sites which i feel is dispicable. I work extremely hard as does my wife and we are looking to move into a larger house on the estate however this may change that as we don't need this type of site next to our community.
When travellers have come to Warwick in the past it has brought nothing but trouble, loss of earnings to local business as they have had to close and huge clean up costs. This is what we want to embrace, I really don't think so.
I hope the MP's and Council can find some sort of sensible solution that means these sites are well away form our communities.

I would like you to note my opposition to the proposed travellers site on Hampton road, Warwick. This is due to lack of suitable available school and GP facility in the area.

Budbrooke Parish Council has considered this consultation and agrees that Warwick District Council needs to address the matter and identify suitable sites. Rather than consider all the available sites, because each will have a local context the council has considered the 6 sites that WDC has identified that are nearest to and that would impact on the parish and its residents.

These are our views:

* Budbrooke Lodge [Site gt11] although this area sometimes floods, it has particularly good access to local shops and Warwick town centre, by public transport [bus stop adjacent to Budbrooke Lodge] and reasonable access to the main arterial roads. Servicing the site will be potentially low cost. Not sure if this is green belt site.
* Norton Lindsey [site gt14] is green belt, outside main development, dangerous location on a busy road, no public transport, not easy access to infrastructure /facilities.
* A46 [sites gt17 & gt18]- green belt, outside main development, particularly dangerous location on bypass, considerable air and noise quality issues, no public transport, not easy access to infrastructure /facilities
* Oaklands farm [site gt19] access is an issue identified by Warwickshire Highways Authority on numerous planning applications, proximate to canal so would impact on tourist, walkers and canal users, dangerous access on Birmingham Road and Ugly Bridge Road, both busy roads, loss of greenbelt, previous refusal because of business needs & hazardous sites.
* Watery Lane [site gt20] is green belt, outside main development, particularly dangerous location on bypass A46, M40, and Junction 15, considerable air and noise quality issues, no public transport, not easy access to infrastructure /facilities it floods.

Summary, if any of these sites are chosen Budbrooke Parish Council would support GT11.
