Thank you for consulting with the Home Builders Federation (HBF) on the Burton Green Parish Council Neighbourhood Plan. The HBF is the principal representative body of the house-building industry in England and Wales. Our representations reflect the views of our membership, which includes multi-national PLC's, regional developers and small, local builders. In any one year, our members account for over 80% of all new "for sale" market housing built in England and Wales as well as a large proportion of newly built affordable housing. We would like to submit the following comments.

We commend the Parish Council on taking this initial step in the preparation of their Neighbourhood Plan by applying for designation of its proposed plan boundaries. We trust that the Neighbourhood Plan will be in general conformity with the emerging New Local Plan for Warwick. In Policy PO4 Distribution of Sites for Housing of the New Local Plan Preferred Options, Burton Green is identified as a Category 2 Village with a proposal for the development of circa 30-80 new dwellings over the plan period (2011-2029) whilst Policy PO16 Green Belt proposes to remove Burton Green from the Green Belt and redraw its settlement boundaries accordingly. We trust that the Parish and District Councils will work positively and collaboratively together on these policy proposals. Finally we trust that the Parish Council will comply with the requirements for Neighbourhood Plans as set out in Paragraphs 2, 58, 69, 155, 183, 184 and 185 of the National Planning Policy Framework.

As you will be aware a small part of the Burton parish area lies within the current defined coalfield. However, as this coalfield area is small, The Coal Authority has no specific comments to make on the definition of the Neighbourhood Plan Area.
In the spirit of ensuring efficiency of resources and proportionality it will not be necessary for the Burton Parish to provide The Coal Authority with any future drafts or updates to the emerging Neighbourhood Plan. Warwickshire is within the Coventry and Warwickshire Local Enterprise Partnership and the plan area falls within the West Midlands 'journey to work' area. The West Midlands Local Transport Plan seeks to ensure comprehensive public transport links with key destinations outside the West Midlands Metropolitan area. Through working in close partnership with operators, Warwickshire County Council and its district councils, Centro seek to implement a high quality, accessible network that reflects changing journey patterns both within the Metropolitan area itself and its journey to work area. We therefore want to ensure that any Neighbourhood Plans, which fall within Centro's journey to work area:

* Promote future development patterns of development consistent with the West Midlands Local Transport Plan and Centro's Integrated Transport Prospectus and rail vision;
