The Council have disregarded the employment led growth option (700 dwellings per annum) on the basis of uncertainty to whether sufficient homes could be delivered on strategic sites in the plan period. It is estimated that land for a further 1,800 homes is needed to deliver 700 pa. Suggests that the Council allows the market and development industry to regulate itself in respect of the phasing and delivery of housing. Allowing the larger allocations to start earlier in the plan period will ensure a steady delivery of housing over the life of the plan. In doing so it would allow for the missing 1,800 dwellings which would address the Districts housing need.
Land at North Milverton is capable of accomodating 1,000 dwellings rather than 810 as stated in the Preferred Options and could provide for sustainable growth within the plan period, consistent with the NPPFs requirement to allocate enough land to ensure flexibility

There is no evidence that if the Council does not meet its housing requirement adjoining authorities are prepared to take on that need. It is unclear in what way the duty to cooperate will be taken forward and how the housing need will be met.
The Council argues that the economic projections are optimistic and therefore justification for using lower housing targets. However it is pointed out that the NPPF refers to the need to plan positively. Whilst the shortterm projections of the West Midlands Integrated Policy model have been shown not to be accurate this should not be used to reduce longterm projections. The NPPF requires that plans should be aspirational but realistic and it is considered that an additional 100 dwellings per year meets this requirement.

It is in the interest of the District Council to have as many new houses as possible as they receive 6 times the Council Tax from the new Homes Bonus Scheme for every new dwelling completed.

The plan is not lead by suitability but the interest of landowners to sell off their land.

These are not sufficient grounds for the massive increase in population concentrated in a small area as the plan makes little use of rural area development.

The population figures should be challenged.

Dear Sir,
My preferred option plan consultation feedback:
GREEN BELT - National Planning Policy Framew9rk requires "very special circumstances"
The Green Belt covers only 13% of the area of England. This preferred plan is for 10,800 dwellings
and 43% of land used will be green belt. How can this be justified when there is still plenty of white
field land available south of Leamington? Presumably the "very special circumstances" come into
effect when the 57% development on white fields has been used. This growth is scheduled to take
15 years at a constant annual rate of 555 houses per year. 57% of 15 is 8.55. So it will be eight and a
half years before these "very special circumstances" (ie. white field sites are filled and green belt is
needed) comes into effect. By then another plan will have been made!
I disagree strongly with any relaxation of the green belt which is there to stop conurbations merging.
This plan will leave less than 1 Y, miles between ~Kenilworth and Leamington.
Why does Kenilworth need to expand? It has always been in the past a much smaller town than
Leamington and Warwick and mushroomed massively in the 1960s, and also in the 1980s when
Knights Meadow and the Lindisfarne Drive estates were built. Why should we let this happen again
to keep pace with the other towns? Councillors tell me that the Green Belt is strangling Kenilworth.
This is precisely its purpose. We should be grateful that our town has these safeguards in place to
protect it.
770 dwellings equates to about 1770 people which is almost a 10% increase in Kenilworth's
population in an area which is quite detached from Kenilworth and is not likely to make its
inhabitants feel a part of the community. The town centre should be in the middle of the town. Far
too much development is on the east side and it should now be the turn of the west, if the Green
Belt has to be sacrificed, where there is no risk of it merging with other towns and which would be ~
short walk to the centre of town without cars needing to be used.
THICKTHORN.
How was the Thickthorn site chosen?
Surely not because it abuts the A46 which is noisy both day and night. Was a site visit made to see
just how noisy it will be for all the inhabitants? Were decibel readings taken at various points up the
hill to ascertain the suitability of this site? The noise is particularly bad on a hot sunny day with the
prevailing south-west wind. What about HS2 whose boom will be heard at Thickthorn as it passes 18
times per hour in both directions on the EAST side? This estate will be on the flight path of Coventry

International Airport where there is no restriction on night flights and jets scream right over the
proposed development land and at a very low level on their way to Baginton as they have to avoid
the Birmingham flight path, (which is also noisy) as this is the crossover point of the two flightpaths.
It would be a very selfish decision to commit people to a life of misery with all this noise even
through double glazing. This is not the same scenario as the Woodloes where houses abut the road,
which at that point is 4 lanes instead of 6, where there the A46 is the other side of the natural sound
barrier of Primrose Hill. At Thickthorn noise is impossible to stop owing to the contours of the land
which is a basin causing the noise to be trapped and sweep up the hill towards dwellings. The noise
is incessant both day and night. It is an ideal location for the sports fields which are already there,
where people can go away at the end and not have to endure it 24 hours a day. Office buildings
along it will not dissipate the sound.
TRAFFIC
Having 1200 cars discharging from the estate each morning will be a nightmare and cause even
longer queues up Birches Lane and into Glasshouse Lane. It will be a worse effect than the horse fair
there every day of the year. Updating St Johns gyratory presumably means traffic lights which will
cause long tailbacks into the town centre as they have priority under the give-way scheme.
I cannot understand how a dual carriageway between Kenilworth and Leamington will help as all the
traffic will have to funnel in at either end and will just result in 4 lanes of slow moving traffic instead
of 2. Creation of bus lanes will in any case limit traffic flow to one lane in each direction to speed up
a bus every 10 minutes if you're lucky, and nothing will be gained in terms of traffic build up.
There are no points wide enough along Glasshouse Lane for the junction of a spine road, as the
corner with Rocky Lane is on a dangerous bend. In any case, Glasshouse Lane is a unique and
attractive feature of 1930s period landscaping, a Kenilworth gem, which should be preserved and
which junctions along its length will destroy.
NUMBERS

as the plans make little use of rural area development. Lots of villages need regenerating. Radford
Semele has had no growth since the 1960s and has a school in place already. It has good transport
links to the M40, Fosse Way and Leamington Station and IT IS IN A WHITE FIELD ZONE. If such a large
number are needed, they should be put in the South Leamington area on white field sites as
Leamington already has all the amenities (parks, department stores, nightclubs, cinemas) jobs to
support it. This is a Warwick District Council plan not a Kenilworth plan and there are plenty of other
places where housing could be built.
WHAT ARE YOU, OUR TOWN COUNCIL, DOING?
Old Milverton and Blackdown Parish Council are sending a formal objection on behalf of the area.
Where is the formal OBJECTION from our town council on behalf of its 23,000 residents? Our town
should be protected from losing its identity.
Offices are not needed -lots are available to rent. St Johns next to Jet garage, old Pottertons site.
Industrial land is not needed as Archery Fields is empty with fountains and wasteful landscaping at
the entrance.
You cannot make people live and work in the same place. These ideas don't work. Kenilworth is not
an industrial town and should not strive to be such.
THE A46 WAS PLACED WHERE IT IS TO KEEP IT AWAY FROM THE POPULATION.
Why were these ideas devised secretly without asking the people who voted for you their opinions
before consulting the district planners?
CONCLUSION
Population figures should be challenged.
Green belt should be protected.
Consideration of the effect on the HEALTH of people living alongside a motorway with NOISE and
POOR AIR QUALITY owing to constant fumes and directly under a flight path with NOISE due to very
low flying aircraft should be made.

Following on from this as a landlord I know in certain areas these empty properties are been taken on by housing association to provide affordable housing but depending on the number this could result in a highly desirable estate being tainted and the home owners losing out big time as a result. So again this could deter people from relocating to Leamington

I am writing in response to the above publication issued by the council to object to what seems to be ill thought out scheme. It would appear that the aim is the development to provide a vibrant and thriving town where people want to live, work and relax which at first glance seems to be a good idea but in the current economic climate (which I see extending well into 2015 and beyond) I think this could be misguided when money is tight. We need to extract maximum gain for minimum outlay.

You say that you want 40% of the housing to be affordable but go into no detail on how you intend to achieve this as this is one of the most expensive areas to buy property? And more importantly keep them affordable long term? Will you ensure all such residents have covenants that prevent tenant ownership and if so how would you enforce it?
Is the council intention to ensure that these new developments have been designed to promote a safe environment and reduce any policy costs going forward?
What steps have the council taken to assess the effects that the proposed Milverton development would have on the water levels in the area considering this area is surrounded to the north and west by the river?
Going by the contents of the summary I do not see any exceptional circumstance to warrant the destruction of the green belt, which once gone cannot be replaced and is conytrary to the National Planning Policy Framework. To the north of Leamington these is limited local amenities. And I know from my daily walks with my dog the vast range of wild life that exist in the proposed Milverton area from bats, newt to a vast array of birdsong which lifts my heart every time I hear it regardless of the weather. I also know the vast number of dog walkers, runners, cyclists and ramblers from around the district that make use of and enjoy these limited facilities
Also by the fact that you have identified non Green Belt land that could be used, and that developers probably already have options on, and that you have discounted then I am certain that owners of this land in conjunction with developers will gain planning permission on appeal resulting in a vast over provision of land to the detriment of the town and its residents
You state that you want to ensure that people who work in the district have the opportunity to live here but what has this decision be based on as I suspect judging by the morning jam that the majority of residents actually work in the surrounding district or further afield judging by the station platforms for the rush hour trains to Birmingham and London
You state that you want to reduce through town traffic, this I am sure is of concern to existing traders in the town centre and likely to deter any new venue looking for a location as this is likely to reduce footfall and likely income
What is the situation with empty properties within the district? What percentage are empty? What steps are being taken to get them back in to use, is the council using any incentives?
To my mind from the above points the starting point in developing a local plan would be to look at the logistical issues inherent in the district which I see as
* Leamington is split in half with a band that covers the river, canal and railway line - with only 4 historic crossing points
* The vast majority of the Leamington trading and industrial estates, that will form the majority of the employers locally are south of this divide
* To the west Leamington butt up against Warwick so the scope for doing anything in this area is limited, especially as the division is again reinforced by the river
* The ultimate boundary to the north is fixed by the A46
* The ultimate boundary to the south is fixed by the M40
* The vast majority of the out skirts of the town to the north and east areas are bound by green belt
* There are only two routes between Leamington and Warwick that are divided by the river

Bearing the above points in mind any plan should to my way of thinking:
* Be geared to address the bottle neck in getting around in the district so to this end it should be to improve the means of negotiating the river/canal/railway line with consideration to
o introducing a crossing to the east of the town and a ring road joining Heathcote Whitnash and Cubbington and improving the West Hill Road out to where it joing the A452
o introducing a link across the river to link the two roads between Leamington and Warwick to provide more travel flexibility
o improving the capacity of the fossway to provide an alternative transport path with the introduction of roundabouts at dangerous crossing point
o improving the A452 so that it provides a main transport path as it "A" rating denotes rather than being controlled by feed from minor roads at Shires Park and Chesford Bridge
o improving transport paths in Kenilworth to provide ring road to the west
* improving the local rail infrastructure to provide an alternative means of getting between Leamington, Warwick and Kenilworth say the introduction of minor stations at milverton, sydenham, whitnash, emscote, hospital/race course with regular service supporting these stops are peak hours
* Improving bus service by proving circular routes rather than the usual star systems
* Ensuring that it does not exacerbate current transport aspects within the district developing north of the river when industrial and trading estates are south of the river is simply not logical
I my view the proposed introduction of a northern relief road through Old Miverton will not achieve the desired result as it will simply put more loading on the Old Milverton Road (which is not included in your proposal for upgrade).and the A445. Also are residents going to take a 5 mile roundabout route when they only want to go 0.5 mile up the road?. The introduction of this road will also result in the destruction of Old Milverton and be the start of the coalescence of the urban area between Leamington and Kenilworth.
I'm not convinced either that a park and ride scheme is the right way forward and would like to see what basis the council has for this and its cost effectiveness. I know when I pass the one in Stratford (which is a location with far greater attractions and hence visitors) always seems to be empty.
The first time I used the A46 after the M40 junction was modified to improve traffic flow I was elated until I arrived at the roundabout which to my mind will simply backup the congestion to that point . Why this roundabout wasn't situated below the road with slip roads to it I simply can't understand. So let's try and do better going forward.
Finally one area that I see as missing from you plan is an ECO goal, I know that you mention climate change, reducing carbon emissions and the like but I think the council should be championing measures well beyond anything given in national sustainable construction. There are a number of developments around the country when innovative design has been applied providing high density housing whilst still providing tenants with the same levels of outlook on a normal estate. Again I was excited when it was announced that the old Potterton site was to be redeveloped but I am ashamed every time I drive past as it could have be used to provide an indication of a forward thinking council.

New Local Plan

Please accept this letter as my formal objection to the "New Local Plan" document dated May 2012.

The specific areas I object to are, the housing proposals on:

1) Land at Europa Way and Gallows Hill (1600homes)

And also:

2) Land South of Sydenham and east of Whitnash
3) Land at Woodside Farm, north of Harbury Lane, Whitnash
4) Land west of Europa Way, Warwick

My objections are based on the following:

* On the Understanding that we need further housing I can appreciate that the land on Europa Way and Gallows Hill (Myton Side) and the end of Harbury Lane could be used this would create basically another Warwick Gates Causing some serious infrastructure problems i.e. Roads Schools etc but to then add a further 1600 homes into the mix is totally unacceptable. This would lead to such infrastructure problems that people would start to leave the area as they could not stand the hassles which is the complete opposite of what is trying to be achieved (in creating a nice environment to live in)

* An additional 3000 houses on the south side of the town creates an imbalance to the area as it would mean that with Warwick Gates and the proposed additions there would be around 4400 houses in that area with only 2 roads to get in to town? Taking an average of 2 cars per family that would me there would be an additional 6000 cars to add to the 2800 already in Warwick Gates. This is an wholly unacceptable and unfeasible suggestion and myself would look at moving it already takes me 25 minutes some days to get from my house to the Coventry road in Warwick.
* Large estates lack social cohesion which leads to anti social behaviour and poor education performance. This proposal is the same size as Warwick Gates, Chase Meadow and Hatton Park all put together; what kind of community is likely to be born as a result of this development? Especially as 40% will be social / council housing in an area with poor transport links to the areas that give the most support to the under privileged i.e. the town centres.

* We think that such a number of new homes contradicts the vision that Warwick District Council has, "providing a mix of historic towns and villages set within a rural landscape of open farmland and parklands".

* Utilities, Services (Police, Dentists, and Doctors etc.) are all stretched to the limit now. With both the major hospitals only accessible across congested bridges over the river Avon, we fear for how long it will take emergency cases to get the medical resource they need. Siting the vast majority of the Housing still fits this problem and increases it.

* The huge increase in traffic arising from at least 8000 new cars in this area will result in pollution and add to existing air quality problems in Warwick and Leamington town centres. At peak times the traffic along Europa Way (even as far as the J14 M40), Gallows Hill, Tachbrook Road and Tachbrook Park Drive are grid locked, your proposed development is situated right along these roads, simply adding to the congestion already experienced. So far you have failed to fix the current problems and there is no evidence on your part to suggest that you will, even for when this proposed development is complete.

* We see no sense in carpeting our green spaces with housing for a mobile population to travel elsewhere. Our remaining agricultural land should be preserved to feed future generations.

Why did you decide not to create a brand new settlement within the district (like Norton Lindsey) maybe below the A46/J15 inter-change where direct links to the road network are very easily accessible? A new town there would have fantastic access to Dual carriage ways and the Motorway network a new schools could be planned including Secondary Education as most schools are full already

I do believe that some housing maybe needed for organic growth within individual communities; however, I feel this should be decided at a local level with the support of the local people not imposed from the Government in a top-down approach as it is at the moment and certainly not to the numbers you are suggesting.

We urge you to rethink the development placements radically; to look again at regeneration possibilities in the towns, to work with owners and developers on imaginative schemes to bring forward brown field sites and possibly a new village/town in a rural position for housing developments.

Growth predictions

The Scenarios for the level of growth used in the " Helping Shape the District" consultation exercise are just "scenarios", giving a range of expectations but not defining the only options available. Warwick District has a history of 'above average' growth and provision but this should not set a precedent. Why is there a disregard of previous research and predictions?

The WDC 5 Year Housing Land Assessment 2011-16 shows clearly a computed requirement of 355 dwellings per annum in contrast to the 600 proposed currently (para 5.5). Is this due to a different methodology in which case why?

In fact in the 2007 Housing Monitoring Report (Page 18) there was projected an oversupply of 33.4% for the period 2001-2017 (approx 3000 dwellings).

Demographics

We are clearly growing at an unprecedented rate Warwick 10.4% compared to 4.9% England and Wales etc. The question ought to be asked why can't we opt to grow more slowly? Restricting provision and choosing a lower target has to be a viable option. It was clearly the preference of respondents through the consultation yet has not been reflected in the choices.

In determining the number of houses needed little heed seems to have been taken of the housing stock being released by an aging population. It is difficult to see how anything in this plan has much economic benefit for Warwick. The SHMA says that employment will drive demand for housing and that 526 houses per annum are needed to achieve employment growth of 10% and forecasts employment growth of 11,860 jobs over years 20l1-203l.It is difficult to see where these jobs will come from unless the jobs created by the Coventry and Warwick Gateway scheme are included and what benefit will that bring to Warwick.

We feel that the initial process for determining the location for the new housing is fundamentally flawed. Where the housing and employment land is needed and most appropriate should have been decided first and then the land acquired not building where land has been offered. The document states " make sure new developments are in places that will reduce the need for people to use their cars".

PO 12 also states that "transport is the biggest contributor to carbon emissions" yet all the proposed sites outlined in the plan will lead to more car journeys. It is difficult to imagine that there will be enough CIL money to develop the public transport measures needed to tempt people out of their cars.

It would make more sense to build around Warwick Parkway Station and the proposed station in Kenilworth.

It is hard to justify "specific support for a major new retail development in Leamington Town Centre" as how will Warwick and Kenilworth prosper? We would like to suggest that the phrase "strongly resist any out of town centre proposals" be replaced with "not allow any out of town proposals" if WDC is serious about ensuring that" our town centres remain successful". There is no mention in the plan of the effect of cyber retailing and where are the plans for Wi Fi in our town centres? There are few firm proposals in this document or the draft infrastructure document for the plan to bring people into the town centre eg public transport, parking and ,particularly for Warwick, coach parking.

Warwick has already been subject to significant expansion increasing by 12% since 2000, twice the rate for Warwickshire, twice the national average, and over 3x the increase for West Midlands.

We have been advised to write to you re New Objections to the Core Strategy Plan.

We wish to object to the expansion plan to build 2700 new homes in the south of Warwick (P04 Distribution for Sites for Housing: Location 2 and 3).

There is likely to be considerable job creation towards Coventry (PO3 Broad Location of Growth). Therefore several extra thousand people per day will want to drive through Warwick morning and evening. That would lock up the highly congested Myton Road, Banbury Road and Europa Way at peak times and also the road layout of historic Warwick. (PO14: Transport).

The suggested improvement to the junction to the end of Myton Road and Banbury Road is redundant. The bottle neck of the narrow historic Avon bridge, constrained road layout and traffic calming in the Town centre, means such provision would not ease the current backlog along Myton Road at peak times. (PO14: Transport).

The most disturbing consequence of the proposed development of sites 2 and 3 is the danger to Public Health as a result of exposure to dangerously high Nitrogen Dioxide (N02) levels. The Warwick District Air Quality action plan 2008 identified the entire road network within Warwick town centre as exceeding maximum NO2 levels as set out in the Air Quality Regulations (England) (Wales) 2000. In 2012, air quality remains in breach of these regulations, and will become toxically high with the increased traffic volume resulting from the Local Plan preferred options. Current infrastructure including town centre rail stations, schools, GP surgeries, sewage, water, drainage are at capacity with the current population, and will not sustain the proposed increased numbers within the Myton proposed sites 2 and 3. (PO2 Community Infrastructure levy).

Warwick District population has increased by 12% since 2000, which is approximately 2x the rate of increase for Warwickshire; 2x the national average increase, and over 3x the increase for West Midlands. (PO1 Level of Growth).

Warwick has therefore already been subject to significant recent Urban Fringe development and population expansion, a large proportion of which is in South Warwick where the majority of further development is now proposed. (PO1 Level of Growth).

We wish to object specifically about the development zone 2 to the west of Europa Way. This area had been identified as an area of restraint at the time of planning the Warwick Technology Park. It was put forward as an untouchable green buffer zone to separate Warwick from Leamington Spa, to prevent the two towns becoming one urban sprawl.
Furthermore, the land West of Europa Way is rich agricultural land which has been under the careful stewardship of the Oken Trust and Henry VIII Trust. There are also wide green hedges providing habitats for many species including woodpeckers, buzzards, bats, foxes, the occasional deer, as well as newts, hedgehogs etc. (PO11 Historic environment, PO15 Green Infrastructure).

Development on the area of restraint threatens the local houses with flooding. At present, during heavy rain, the run off is slowed by the pasture and crops. It was put forward as an untouchable green buffer zone to separate Warwick from Leamington Spa, to prevent the two towns becoming one urban sprawl.
Furthermore, the land West of Europa Way is rich agricultural land which has been under the careful stewardship of the Oken Trust and Henry VIII Trust. There are also wide green hedges providing habitats for many species including woodpeckers, buzzards, bats, foxes, the occasional deer, as well as newts, hedgehogs etc. (PO11 Historic environment, PO15 Green Infrastructure).

Development on the area of restraint threatens the local houses with flooding. At present, during heavy rain, the run off is slowed by the pasture and crops. It backs up by the Malins and is relieved into the Myton School playing fields. Property in Myton Crescent was flooded when development was carried out on the Trinity School site. Developing the Myton side of the site would threaten all of the houses south of Myton Road . (PO18 Flooding and Water).

We object to the fact that the area of restraint is one of the first to be developed under the proposals, and should with immediate effect be designated as the last site to be developed so as to protect this area until a viable alternative is found.

The further urban fringe development of Warwick is unsustainable with respect to saturated infrastructure, constrained historic town layout, and the existing Public Health danger that exists today as a consequence of high traffic volume.

Therefore further development should be concentrated in areas where road improvement is possible, air quality is not already in breach of regulation, access to A46, M40 and rail links are direct so commuting traffic is not funneled through Warwick's congested urban centre.

We also urge Warwick District council to consider the overwhelming number of objections received from Warwick residents at the last consultation 2 years ago.
