Yes, but again only in principle.
The National Landscape Area is important. However it is essential to provide more clarity and specific details on how the buffer will work in practice. There should also be clear contracting and sufficient powers to refuse future applications that impact this important landscape area. There should also be clear accountability and meaningful actions if there are breaches.

The National Landscape Area is important, although it is essential to provide more details on how the buffer will work in practice. There must be sufficient powers to refuse future applications that impact this important landscape area. Otherwise it will slowly be eroded and lose any real value.

The importance of protecting the Cotswold National Landscape is recognised, however clarity and robust justification on the proposed extent of any necessary ‘buffer zones’ is required.

Yes. Should the depth of the buffer zone be prescribed? There is no mention of the "Dunsmore and Feldon" Special Landscape Area 97 which abuts the Cotswold National Landscape area. The "Dunsmore and Feldon" Special landscape Area needs protection as well.

Extending the Buffer Zone to 5km or at least identifying this as an area of restraint as identified in Policy Direction 45 would further protect and allow the potential for enhancement of the national landscape. The Policy should also encourage the creation of more public rights of way to increase the public access to the enjoyment of the landscape so protected.

The importance of protecting the Cotswold National Landscape is recognised. The Interactive Map illustrates a 3km buffer, although this is not referenced in the Preferred Options document. Clarity and justification on the extent of buffer zone will be important to ensure the Policy is justified in line with NPPF Paragraph 36 b). Any Policy wording should ensure flexibility within the buffer zones to ensure they are not overly restrictive to development proposals which would otherwise have a limited impact on the National Landscape. This will allow the Policy to be considered positively prepared in line with NPPF Paragraph 36 a).

Whilst the Buffer Zone is a step in the right direction it is inadequate. 'Landscape' is by its very nature a big thing. A 3km buffer zone is way too small to achieve the necessary protection. Too timid.
