Extending the Buffer Zone to 5km or at least identifying this as an area of restraint as identified in Policy Direction 45 would further protect and allow the potential for enhancement of the national landscape. The Policy should also encourage the creation of more public rights of way to increase the public access to the enjoyment of the landscape so protected.
