Overall it is helpful to have several ways to respond and to be able to select relevant sections.

The consultation contains a huge amount of material and requires a very high level of literacy. Will respondents fairly represent local demographics, or mostly (unfairly) the engaged intelligentsia?

On the call for land for large scale clean energy, I think more transparency is needed. How will balance between community and commercial schemes be achieved, given scope for opportunism? The economics of commercial green energy owned by eg powerful national developers are less likely to be fairly shared.
