Having considered the documentation, the volume and access due to the diverse location of the documentation available through the Council website, makes it difficult for individuals/households to fully identify and analyse the significant elements of the proposed plans. For those residents who do have or have limited computer knowledge access difficulties makes commenting near impossible. Moreover, if as I have been given to believe, that the number of comments for/against a site received from a community will be considered valid in the determination of the suitability of a site, then current small settlements are at an obvious and unfair disadvantage regardless of the suitability of a proposed sites.
