"it is not felt that tourism plays a spatially strategic role" you clearly have missed something here. Stratford, Leamington and Warwick in particular are key tourist destinations. In Stratford and the immediate vicinity the delivery of visitor attractions has been a dismal failure. Key Shakespeare Birthplace Trust locations are left to rot (eg Mary Arden's Farm) and any development led by Stratford BID is only noticeable by its absence and failure.

The raison d'être for Stratford IS TOURISM !
