The NPPF does not state that the duty to cooperate is limited to the housing market area. WDC are limiting the duty to cooperate to Coventry and Warwick District (excluding for example Solihull with a similar adjacent boundary)

This is unsound because Coventry chooses not to meet its own housing need within its own boundaries. They impose a criteria for preserving their own greenbelt and allocating sites but then require WDC to take the overspill into WDC greenbelt. This is not a sound and consistent approach.

Inaccurate figures and methodology
The figures stated do not compute and are unsound. The distribution of Coventry City Council (CCC) overspill housing into Warwickshire districts is based on an inaccurate formula which has been concealed from WDC residents and has not been subject to public consultation. The only information on this formula is located within CCC's Local Plan Examination Library. Coventry has a household projection increase by 2029 of 41,073 but says it can only take 22,140. please see attached document "Local Plan Notes"
The MoU does not have a method built in to enable it to be varied as circumstances change. It was a deal done by the Shadow economic prosperity Board in September 2015, attended only by the CEO's and council leaders of the 6 member authorities. NPPF states that we should use the most up to date data but the MoU figures are based on 2012 based data inflated from 76, 986 to 79,344.

H43 Kings Hill . This is unsound 2.52b Land should not be taken out of green belt in anticipation of future unproven requirements. The current housing numbers used are inaccurate and based on out of date information. The text assumes 4000 dwellings however this figure cannot be justified as there has not been shown that there is currently a need for more than 1800 .

This cannot be allocated as a sub regional employment site until a sub regional sustainability survey has been carried out. Coventry is now part of the West Midland Combined Authority and other locations may be more appropriate.

This plan is already out of date and is being driven through without taking time to reflect the most current data available. This narrative introduces a degree of uncertainty about future demand and agreements between authorities. Due consideration is not even being given to current known circumstances such as Coventry now being part of West Midlands Combined Authority.
This is creating an unacceptably open ended situation giving unfettered scope for future alterations and is unsound.
