We feel that the wording around Gypsy and Traveller sites in Section 15 is non committal and is required to be more robust. The criteria based option for gypsy and travellers could make it impossible for a site to be provided especially when consideration is given to noise and nuisance. There is always the possibility of questions being asked as to whether this would be the same for affordable housing of the settled community. It could be difficult to decide on the measurement of this and by whom and this criteria could be challenged in a court of law and potentially found to be unsound. Government guidance is to avoid just a criteria based approach to allocations.
Consideration should also be given to identifying areas of land and acknowledgement given to the fact that this will need to be provided by January 2013.

The document 'Town Centre Management & Business Improvement District Capacity Building Workshop', used as evidence, is not an impartial piece of research.
Section 6.4 - a non statement with limited robust evidence and research to support this.
Section 6.15 - the wording 'Unique shopping character' is more of a marketing statement. Shops within Warwick are of a lower level than their peers in Leamington. The castle is the main attraction in Warwick and to enable Warwick to develop and expand, other facilities will need to improve, eg additional hotel space, parking facilities and tourism/visitor infrastructure.
Agree with approach to Kenilworth but should refer to proximity to NEC, potential for business tourism and need for improved hotel accommodation.

In relation to the tourism strategic objective, tourism should also be supported as part of the development of the rural economy. This is highlighted as part of the rural communities strategic objective but for clarity it should also be cross referenced as part of the main tourism preferred option.
Agree that the focus should be on increasing overnight stays and not necessarily on increasing the volume of visitors. The option to protect existing accommodation will therefore help to achieve this objective.

In line with Government guidance the overall philosophy which the County Council has adopted has been to:
* Minimise travel demand by locating new development close to existing services and facilities;
* Maximise the use of public transport to meet new travel demand for both short and medium/longer distance journeys;
* Maximise the overall number of trips which can be made on foot and by bike;
* Ensure that development does not generate significant numbers of car trips through town centres and villages; and
* Minimise the need for significant new highway infrastructure, unless it is essential to serve or mitigate the impact of development on the transport network.

Do you agree with the Preferred Growth Strategy for Warwick District to 2026?

From a transport perspective, the County Council supports the preferred growth strategy which will:
- Minimise the distances which people need to travel,
- Make best use of the existing bus network,
- Allow easy access to the existing rail network,
- Allow improvements to be made the existing critical mass of transport infrastructure and services within the area. This would be much harder to achieve if the development were to be more widely dispersed across the District; and
- Support the vitality of the two main town centres, and encourage trips to be made to them on foot, by bike or on public transport.
