Evidence base
English Heritage recommends Core Strategy demonstrate it has taken full account of
potential effects which alternative courses of action might have upon historic environment.
To inform spatial strategy we note preparation and consideration of Joint Green Belt
Review and Landscape Character Assessment for South Warwick and Leamington Spa, however also note that before principle of strategic sites is determined and identified in Submission version further essential work required to ensure a robust and justifiable
approach is pursued.

5.0 Report Findings
5.1 Overview
5.1.1 Purpose of this section is to outline findings of the study and detail parcels within the study area that have been identified as least constrained and which four Local Authorities
can analyse further through individual Core Strategies for potential provision of future
development.
5.4.2 Having undergone detailed analysis, there will be a range of other factors that will need to
be considered at local level, which may contribute to identifying sites within parcels for
possible allocation within Core Strategies.

6.2 Recommendations
6.2.1 Purpose of study was to identify parcels of land that individual Local Authorities
could examine in greater detail through Core Strategies in order to identify sites to accommodate residential and employment development in line with Regional Spatial Strategy for the West Midlands.
6.2.2 Recommended that parcels detailed within Tables 5 and 6, and represented within
Figures 9.1 to 9.5 within Appendix 14, be investigated further in order to identify specific sites for future development.

4.0 Information gathered
4.1 Any historical or cultural information about site that has been available through brief internet
research. We recommend further work undertaken. Warwickshire Historic landscape
characterisation project may assist this research.
Green infrastructure
English Heritage supports preparation of green infrastructure strategy to coordinate effective
management of change to natural and historic environment particularly in margins of
settlements in district likely to witness significant change.

Place
Setting and integrity of Warwick's towns and villages can be seriously affected by insensitive
infrastructure or highway initiatives. Core Strategy should emphasise importance of high
quality public realm and street design and promote a commitment to it. The variety of national good practice guidance issued provides means to inform delivery of high quality places and spaces.

Building for Life criteria
English Heritage supports application of CABE's Building for Life criteria, an effective tool to
promote and judge relative design quality of development proposals.
Heritage @ Risk
Preferred approach advocated for historic environment refers to focussed promotion of
good practice to owners and occupiers. You may also wish to refer to a commitment to seek to address historic assets within District on national Heritage @ Risk register (currently six).

Historic Landscape Characterisation
The Warwickshire Historic Landscape Characterisation (HLC) is now complete and extensive urban survey of key settlements is due to commence shortly. The Core Strategy should acknowledge HLC in schedule of evidence, apply it to inform spatial strategy as and determine how it should be applied in future. The Extensive Urban Survey will provide important contextual information to guide future change. County will be leading the project and may advise how best it can be acknowledged in the Local Development

Landscape Character Assessment for Land South of Warwick and Leamington, February

5.1 Warwick and Leamington Spa have highly-valued historic cores and Warwick Castle and the
associated Castle Park have national heritage significance. Protecting setting of these features
must be considered a principal goal of future development planning in locality. In addition and
particularly as towns are important tourist destinations, quality of approaches to town
should be considered in all development planning. A combination of protection of landscape assets and enhancement or removal of landscape detractors should be considered in strategic planning.
