Issue - S1a: Support. Identify Strategic Green and Blue Corridors in advance of the Local Nature Recovery Strategy being produced. Using this joint evidence base would appear to be a sensible way forward to develop to joint local nature recovery strategy.
Issue - E1.1: Support. RBC would agree that the HEDNA evidence provides a reasonable basis for identifying future levels of employment need across South Warwickshire. Although the issue around the amount of land for B8 warehousing remains to be determined RBC looks forward to working with you to resolve this matter. Duty to cooperate response: The joint HEDNA sets out a sub-regional figure for a total hectarage of B8. We will need to work together to derive a mutually acceptable figure for each plan area.
Issue - H1-1: Support. RBC would agree that the HEDNA evidence provides a reasonable basis for identifying future levels of housing need across South Warwickshire. Duty to cooperate response: Although the joint HEDNA gives each authority a housing need figure to plan for, government policy is in a state of flux and this figure may change and/or there may be a need for each authority to accommodate growth from Coventry. Given this level of uncertainty we will need to collaborate on planning for housing going forward.

Issue – H6: Your consultation correctly highlights the importance of making provision for the travelling community but going forward there will need to be additional consideration for the need for transit sites or emergency stopping places for the travelling community. Issue – H7: Should the need arise, RBC is happy to collaborate with you on how any requirement to accommodate growth from Coventry across Warwickshire is progressed. Duty to cooperate response: Provision for the Gypsy & Travelling community can be controversial and all authorities need to work together to ensure that provision is identified in each plan area. This includes ensuring there is sufficient provision of transit sites/emergency stopping places to enable the travelling community to travel. This may become a cross-boundary issue if one or more authority is unable to meet its identified needs.

Issue – C9.1a: Support. Biodiversity is a strategic issue that does not recognise administrative boundaries, RBC understands the advantages of taking a joint approach to joint working to deliver biodiversity enhancements that will ultimately benefit us all.
Issue - C12: Flooding is another issue that does not recognise boundaries so we are keen to ensure that as our plans develop we all take a consistent and constructive approach to the issue. Duty to cooperate response: Flooding is another issue that requires a co-ordinated approach across administrative boundaries. This is being achieved through preparation of a SFRA and Water Cycle Study for Coventry and Warwickshire. Again, this topic would seem suitable for a DOCG at sub-regional level.

Issue – T3: Support Option T3a: Include a policy encouraging more sustainable road-based transport for businesses. The problems with the strategic road network in the sub-region are long standing and well known. All the authorities must collaborate to address these issues. Duty to cooperate response: The transport network in the sub-region is highly connected and development on one part of the network can have major implications for other authorities further along the network. All authorities will need to work together to ensure improvements to the network and development along the network are to the benefit of all. Depending on what is proposed in the South Warwickshire Local Plan there may be cross boundary impacts that need to be considered.
