This is again entirely aspirational twaddle. The mass sprawl of development and solar panels will destroy wildlife habitat and agricultural land on a grand scale. The focus on onsite food growing is a sticking plaster over the immense loss of agricultural land to housing and solar panels.

Developers should be obligated to assist in the purchase of offsite allotments if none are proposed on the developer’s site as there are a shortage of allotments in many settlements.
This lacks definition. Given that developers would rather build houses there needs to be an enforceable link between development size & provision of allotments. (For example over 650+ dwellings have been added to Shipston in the last 10 years. This has resulted in no additional allotments).

Godwin Developments acknowledge the policy direction set out in Policy 43e but it is strongly advised that the requirement for allotments, orchards and community gardens takes into account the size and nature of the development being proposed.
With respect to Godwin Developments land interests at Aylesbury Road, the masterplan has sought to incorporate a number of biodiversity enhancing features including ponds and hedgerows. Consideration would be given to an off-site contribution for other features subject to viability and justification being provided by the LPA.

The NPPF (para 96) highlights the need for healthy, inclusive places, emphasizing allotments and green spaces in reducing health inequalities. New developments should prioritize on-site food-growing spaces, with off-site alternatives only where fully justified. Orchards should include local and climate-resilient species with long-term management plans. Biodiversity should be enhanced through ponds, hedgerows, and bee-friendly habitats. Developments must also promote walkability and cycling to ensure accessibility and protect our parish’s rural identity and sustainability.

I'm not quite sure what is meant by "on site" but newbuild houses have such small gardens that cannot be considered practical for horticulture.
Allotments have waiting lists already and with the widescale expansion of South Warwickshire as presented in these plans new allotment sites must be found.

Rather than provide allotments or community gardens simply require developers to provide an adequately sized garden for every property. This would do more to encourage food growing than a communal facility which might be some distance from the house and plots might be limited in number.
