It is important that the impact of heavy traffic volumes in the vicinity of high employment areas is addressed for surrounding villages. Measures are needed to ensure safety at road junctions is improved where long queues form at peak times as villagers struggle to turn out onto fast flowing routes of nose to tail traffic. Such junctions exist at Charlecote and Barford on the A429 near to the Warwick University Wellesbourne Campus and at Bishop's Tachbrook where Mallory Road and Oakley Wood Road junctions with Banbury Road are highly dangerous due to JLR and M40 traffic.

Yes but there are other factors affecting eg the gaming industry, which is an adequate electricity supply and also car parking facilities within Leamington Town Centre. Not all workers can afford to live close by, transport is not always reliable and existing car parking is either expensive or full.

There does seem to be quite a lot of office accomodation on offer at the moment so this seems reasonable. However one is left to wonder if the working from home move created by Covid pandemic will continue to suppress the need for office space, and if this will still be the case when new 6000-10000 home settlements are built. Those might need office space (or co-working space) allocated within them, as well as houses with good working-from-home features (which is part of another section of this plan).

You evidence feedback that existing office space is outdated and not fit for purpose. In that case the owners need to update it, rather than build new space. Also the shift towards hybrid working probably still hasb’t bee fully realised, so that proportionately less offices will be needed overall, however there needs to be a significant investment in stable high peed connectivity to enable effective home wrorking and collaboration.

Everything related to the SWLP appears to be; increase and improve the employment office spaces where the employment office spaces already are, resulting in anyone in the far south of South Warwickshire having to travel to the areas rather than bring those employment opportunities to the rural areas.

we do not agree the downgrading of Stratford upon Avon. It is possible that no immediate need is demonstrated for either refurbishing or building new offices but over 25 year period or so of the plan it is not realistic to maintain that judgment given the growth potential of the town. Supporting development that seeks to provide a substantial element of affordable office space is accepted BUT this must be within a BUAB.
Experience has shown that an approved application for office accommodation can subsequently be demonstrated as lacking demand and the application converted into residential. Attempts to breach Settlement Boundaries by offering "supported development of office accommodation" with subsequent variation must be avoided.
Similarly if the development takes place but not occupied Change of Use should not be permitted. The developer should revise tenancy type and/or charges
